Thruxton Down Farm Second Planning Application

This note is to make you aware of a new planning application for Thruxton Down Farm (entrance is just past the S bend on Thruxton Down Road heading east) . It is for a proposed change of use to mixed agricultural, storage and distribution yard (in effect a lorry park/yard).

Comments from members of the public are a vital consideration as part of the planning application process. Anyone can comment NOT just local residents. TVBC and Thruxton Parish Planning Policies The TVBC and Thruxton Parish Local Plans contain a number of policies relevant to the application. Referring to specific policies will add weight to comments. The plans can be googled and found online.

TVBC Plan Policies Policy EN1: Landscape - Development proposals must conserve and where beneficial to do so, enhance the rural character and open chalk landscape of the Parish (Chalk downland and ridges).

Policy EN2: Settlement character and separation - Development proposals must conserve and enhance the individual identity and separation of settlements and the rural sense of place of the Parish.

Policy E2 Protect & Preserve Landscape character.

Policy E5 Biodiversity.

Policy E6: Green Infrastructure.

Policy E7: Water Management Development will be permitted provided that: a) it does not result in the deterioration of and, where possible, assists in improving water quality. Policy E8: Pollution - Development will be permitted provided that it does not result in pollution which would cause unacceptable risks to human health, the natural environment or general amenity. The Council will consider the impact of any lighting scheme on local residents, highway users, the character of the area and the visibility in the night sky. 7.7.2 The aim of the Council is to conserve and enhance the historic environment.

Policy T1: Managing Movement - Development will be permitted provided that: c) the internal layout, access and highway network is safe, attractive, in character, functional and accessible for all users and does not discourage existing and proposed users; and d) it does not have an adverse impact on the function, safety …..

Thruxton Parish Plan Policies LEO1 – Seek to preserve the open chalk landscape to the west of the Parish, recognising the importance of the open views.

LEO2 – Conserve a sense of remoteness and tranquility.

LEO3 – To protect views and vistas into, and across open countryside, from the public roads and footpaths.

LEO4 – To retain the distinctive settlement pattern of the parish.

LEO5 – To create, protect and enhance flora, wildlife habitats and biodiversity across all land within the Parish, from back gardens to the unimproved chalk grassland.

LEO10 – To protect and conserve the natural water sources within the Plan area.

HEO1 – To conserve and enhance the distinctive elements of the built and natural character of Thruxton Parish
